Take time to enjoy the good feelings. You may be to young to shoot semen yet but you still should have good feelings. Also, be gentle and not hard on your penis. You may need to increase lubricant if you are not relying on just moving the penis skin.

A couple of things are going on.
1- It is possible to orgasm without ejaculating (that will happen in time). Don't worry about it now.
2- The orgasm actually happens when you get that funny feeling that feels really good. Right now it's called, getting pleasure without the mess.
Your body will adjust as time goes on, so don't stress about it.

Maybe your not jacking long enough. Try going longer and see what happens. I would think by 12 you would have had orgasms, although dry ones.
