Believe it or not car seats also have expiration dates, Car seats are meant to last five years. But life natural occurrences makes the last only 3 years.
FYI: Car seat also should be replaced when you are involved
in car accident over 30MPH. Also If you are involved on
car accident your insurance company has the obligation
to reimburse you for that car seat up to $ 150 for you to
a new car seat or replace the one that you where using
when you had that accident whether your kid was in it or
not at the time of your accident,

Transport Canada recommends not to use a car seat which is 10 years or older. Follow the manufacturer's expiration date.
Routinely check the car seat. If you find cracks, torn padding, or plastic discolorations, replace the seat.
If the vehicle is in a collision (even a minor one) the seat must be replaced.
Never place a used car seat on the curb for garbage pick up or sell it at a garage sale.

If you call road safety...they will be able to give you a number to see if the seat is still OK. There have been recalls on a few baby seats..it's important if you find if yours is one of them Also..if you have the brand of the seat, call the 1-800 number for the company and ask them if there have been any recalls..you need the serial number.

There is a sticker on it with the manufacture date. Generally it is considered unusable after 6 years. I'd definitely throw it out. Just had to do that w/ my daughter's and get new baby a new seat. If you can't really afford one, call your local police department. They will give you one for free or ask you for a 20 dollar donation.

Check with the company by calling the number provided on the website or reciept, sometimes the standards are raised on all seats with new technology being created. I am pretty sure you will be better with a new one. Also check any recall websites in your country about product defaults found in later years. In Australia its recalls dot gov dot au.

Sometimes a carseat will have an expiration date label on the bottom of it. There should also be a manufactored date on to tell you when the carseat was made.

They change so much from year to year on what is safe and what is not safe. Personally I would not use it but that is just me.
