lived in san diego, ca for over 25 yrs and my kids always took the following:
buckets, shovels(but kitchen spoons worked better) sand/kitchen molds, sifters(different sizes), bags(to hold shells, and rocks that just cant be left behind), beachballs, frisbees, jump ropes, short pieces of tubing to transfer liquids to sand castles, we even took yard tools when we participated in sand castle contests

We almost always found that old kitchen items spoons, bowls, molds, etc purchased at thrift stores worked better and lasted longer than most "store bought" plastic sand toys

My daughter always liked to have a little(I mean baby size) blow up pool. We still bring it along, but it came in most handy from baby up to 3yrs. When they want water for sand castles or are too afraid of the waves, or even when you just want to lay on the beach for a little bit instead of fetching water. We also bring those velcro tennis ball things that you play catch with. Water guns can be fun too!

Squirt guns and other water toys. Sometimes play kitchen stuff like pots and pans b/c they can pretend they are making cakes and stuff with the sand and water

I take plastic moulds to make moulded sand shapes and a sifter to sift shells from the sand.
