Gelcoat is the primary base coat over fiberglass. the second best is paint if you wet sand with water and 200 grit paper to remove all loose paint and follow that with 400 then 600 primer then wet sand and top coat then wetsand paint (clear) again to bring out the shine. this is the primary method as finding someone to gelcoat is rare and alot of work.

Make sure the surface is clean and free from dirt and oil or wax. Use an enamel paint. It should last for several years depending on weather and exposure.

The best way is to pay someone who knows what they are doing. It's not the cheapest by far, but it will save a whole bunch of headaches.
