If I had to pick, it would be Chris B Young. Just because he came into spring training already named as the starter.

Difficult to pick a rookie as best - Alex Gordon gets all the press. Delmon Young is "the guy" but is mostly famous for anger management issues. Chris B Young is probably the first to be named starter and may have the most overall impact on the year. Howie Kendrick gets his shot but the Angels players for the most part are low key solid performers. Troy Tulowitzki may make some noise in a high scoring offense and if Colorado gets down early in the season again you could see Chris Ianetta take over behind the plate.
Speaking of behind the plate - Miguel Montero in Ari is the early favorite to make an impact as well.

Hamels and Kinsler are in their second year, so they are not new.

Dice-K, Kei Igawa and Akinori Iwamura, I don't really consider new in the same sense as the others because they have been a pro players in Japan, which is really a step above AAA, and not really young rookies. But of the 3, Dice will have the better year.

Dice K is hot right now. The expectations are sky high on him. Lets not forget boston is a very tough team to pitch for. Money Ball thinking doesnt put much in to defense and they rather have their pitchings "K" it out instead of getting some weak grounders or lazy flies. Add to that the fenway park one of the hitter extreme ballparks in that loaded AL East.

The guy who is under the radar right now is Stephen Drew. People know very little of him. His stats so far are modest, but this guy can flat out hit.

Delmon Young is the one I like the most. He has both power and speed. He will end up batting 3rd for the devil rays until they give him away for a bag of potato chips.

Dice-K, Hamels, and D. Young, and-while we're talking about guys flying in under the radar-the D'Rays managed to get a Japanese stud third baseman named Akinori Iwamura. He's been a .300+ hitting All-Star over there for years, and appears to be the real deal.

i don't know but somepeople are predicting a monster season for delmon young granted he dosent throw anything at the umps, and ive also heared good things about cole hamels, like a 20 win season!! that would be insane!!!

I like the posibilities of some of the already mentioned, but I'm holding out to see what the lowly Reds have when they bring up Homer Bailey. I see he's bombed in spring training, but he's still a rook and the Reds have been hiding him for some reason. Is he for real or are the Reds hiding a flaw to keep his value high for a big trade?

im anxious to see dice-k and cole hamels and itll be interesting to see how alex gordon does. and as a giants fan i wanna see tim lincecum in the majors.
