Detecting proxy settings msg takes forever and homepage changes?

We've run scandisk, AdAware, but every time my bf opens ie on his laptop he gets that proxy settings message and his homepage address bar says http://runonce.msn.com/runonce.2.aspx

We've set his homepage to his normal comcast.net. This just started a few days ago. It says error on page then finally it opens a minute later. Whats going on?

Get rid of "Detecting proxy settings": Open IE, click Tools, Internet Options, Connections, LAN Settings... (funny how I only, just now, noticed the ellipsis on all those buttons...), then uncheck Automatically detect settings and click OK a couple times.

Set home your page: Browse to desired page, Click Tools, Internet Options, and Use Current and OK.
