The Wiki page below is a good review of the Nazi Holocaust. It had some rough offshoots of the Eugenics program that Hitler had mentioned in Mein Kampf, and became the dreaded Final Solution. Martin Gilbert has written some great books on the subject if you need more source material.

It starts with the evil of one.......Your question is vague though...Restructure it.
But , heres a thought, If it takes the hatred and evil of 1 to coerce and manipulate the minds of others to commit atrocity then there is an exponential potential (numbers)of people that can build (engineer) any holocaust.

Uhhh, no one built the Holocaust. It isn't like a ship or something.
The Holocaust was the killing of Jewish people.

It took all the elite peoples of America to start it and pay for it and teach them how to do it and and to come up with the things to do it with. It took all of Americas elite. Read John Gatto the Underground History of Education for what you want to find out about this.
