I am working on a child sweater and the gague is 15 hdc = 4 in and the garment is supposed to be 43 stitches at 11 1/2 inches but I'm coming up with just over 13 stitches. Can someone help?

Use a different size hook. The purpose of the gauge is to help you make sure you are creating the same sized sweater that the designer did. As long as you are using a similar yarn as the pattern calls for, you are not doing anything wrong. You just happen to crochet a little less tight than the designer does. You should always do a guage swatch before you start a project for this reason.
Just keep going down one hook size until your gauge swatch is the same as what the pattern calls for.

hmmmm, It sounds like you need to crochet tighter, or are you using yarn that is thicker than what the pattern called for?

start with something smaller and easier....a scarf an afghan?
