Holly Golightly wasn't really asking for change for the powder room. Her gentlemen "friends" believed it was part of a transaction and they were expecting something in return. It was a way of showing her real profession ie: prostitute/escort without being too overt.

There is an attendant in the powder room and it is expected that you tip them. The attendant has fresh towels, perfumes and powders. It is an upscale establishment.

Yes they occasionally had attendants in perhaps ritzy places but most washrooms for a time had coin operated Lock's on the doors.

many "swanky"; places had doors on the stalls that opened for .25- . 75 cents.
