Random question about fake id's?

My buddy just recently got a fake id. It has his picture and all on it just a different state and different birthday obviously. He went into a local Frys/Safeway type place and they wrote down some of the info and asked him to sign a sheet of paper. This has happened to a few of my buddies before. Is this just so they are not liable?

maybe so...just reemeber a fake id is a fake id and ya don't wanna get caught usin' one...
