I would say the Atlanta Flames, California/Oakland Seals, KC Scouts, Cleveland Barons, and Colorado Rockies were pretty dismal.

First off puffman the Scouts moved to Colorado did worse then moved to New Jersey and have had one of the most succesfull stretches in the recent history of the sport, only detroit was as succesful from 94 to today.
Im gonna say its the Blues, fist two years made it to the finals and they set a pro sports record for the most consecutive playoff apperances in a row, it was like 24 times, but have they ever gotten a championship. . . nope. Talk about disapointing and not being able to get the job done.

The guy who said the Kings never made the finals is wrong, they made it there with Wayne Gretzky in 1993 and lost to the Canadiens.

There were some bad franchises in the 70s and early 80s, I recall the Winnipeg Jets winning just a handful of games one season. I agree with the one answer - Cleveland Barons, California Seals. The Caps is a good answer as well, they never win anything.

firstly, the person who said the sens are the worst is a leafs fan, who havent won anything since 1967, 1992, doesnt look that bad now eh? The worst franchise is would say is the Winnipeg Jets/Phoenix Coyotes. They have never won a cup, and have had very limited playoff success. They put together teams that should be able to do something, yet have failed.

Jets/Coyotes franchise. What have they ever amounted to? They've never even made a Stanley Cup finals appearance. Only good to come of that team is Danny Briere.

I'm confused by all the Bluejacket answers. Allthough they do suck, they've only been around 7 years, how can they be the worst franchise EVER, in 7 years?

The Colorado Rockies were the worst. All because of ownership. They came in thinking they were going to make money. The minute they realized they were going to have to pay some for a half decent player ... they traded him away for crap. They purposely brought in some guys that could not play so they did not have to pay them much. Listen to what Don Cherry has to say about the ownership of that team.

Pittsburgh Pirates/Phillie Quakers. The quakers still have the second worst record in the NHL< and they managed it in 31, their only season.

Nobody remembers them for a reason. The pirates did awful, then moved, did worst, and the franchise died.

The ottawa senators! They had 24 wins in there first 2 seasons and have never won a stanley cup in the NHL. Since 1992 the ottawa senators have just been a waste of space in the NHL!

Do you mean by opinion or record? I'm going by Opinion. The L.A. Kings, does anyone remember that L.A. even HAS a team(other then that time that Gretzky played there). It is just not a good place for a hockey team. Although guess you could argue that it isn't neccessarly the franchise as it is where they put them.
