All of a sudden I hear the time is to change tonight instead of the standard 3 more weeks. Who decides this and their location? How much notice time is given, what is the required notice?

I mean, what agency or government department. How long ago was the decision made for the change this year?

it was suggested by a senater of some state for a study of energy conservation which will concluded in nov. wether they decide to keep the change or not if it benefited us economically also, basiclly its just an experiment and its been through congress but world wide i dont know why we have the say
