Is it considered cheating if the commisioner decides to change how much each statistics counts as for points after the draft has taken place. Consider now if it benefits the commisioner more if he changes stats to benefit pitchers when he has most of the good pitchers because the other teams based the draft on the original statistics.

The commish's job is to run the league from a biased standpoint, upholding the rules that the LEAGUE agrees to. This is generally prior to the draft. The only time anything should be changed from the original set, is with the approval of the league as a whole. It's not a business and the commish isn't the owner of the league. He should be the appointed commish. I know that it is hard to do in an internet league though.

Yes, it is. Many people draft differnetly simply because of the statistics of their league. Changing it, especially to benefit you, would be cheating and your other managers wouldn't like it

You NEVER change settings after the draft unless it is agreed by the league. In my regular yearly leagues we require 100% vote to change a statistic - not majority. In one new league this year we moved the draft 3 times to accomodate votes for such minor changes as the can't cut list and number of DL spots - and this is a new league, none of us know each other.

To report that commissioner, all teams in your league must send an email to Yahoo Customer Care to have it checked out. The result may be that he just loses his commish tools and the league goes on as is.

By joining the Yahoo Fantasy Baseball, that commissioner agreed to abide by the following regulations:

4) No owner will make any roster moves (including waiver claims, trade proposals, etc.) whose sole purpose is to hamper the play of other owners.
5) No owner will take any action whose purpose is to, in any way, interfere with fair play in a league.

Yahoo remedies:
While Yahoo! will not remove teams from leagues after they have drafted, any failure to follow all of the items listed above may result in the limitation or removal of playing privileges for the offending owner. These restrictions may include:

1) The suspension of specific game privileges (trading, message board posting, etc.) for the remainder of the season.
2) The suspension of ALL playing privileges for the remainder of the season.
3)The complete deactivation and removal of the corresponding Yahoo! account.
4) Any other action that Yahoo!, at its sole discretion, feels is necessary to restore fair play to the league.

It is the responsibility of team owners to monitor activity within their leagues. If, as an owner, you notice any suspicious or collusive activity in your league, please notify us at once so that we may investigate and take the appropriate action—if any is deemed necessary—against the offending team(s) and/or account(s).

The league should vote on it. Id say if 2/3 agree with it then why not otherwise no he shouldnt just change it to his own opinion.

Yes, that is horribly immoral, it is basically rigging the league.

Yes. I'd leave the league if that were possible.
