The whole address range is allocated to a company in Malaysia which deals in mobile communications. It has probably allocated the IP Address to a mobile device or for one of its own services which cannot be connected to from the Web directly but can be connected through the company itself, or maybe the computer connected (if its on Maxis broadband service) has ICMP requests switched off, or maybe its behind a nat firewalled router and doesnt like you, or maybe its one of a million of one other things.

Do you often Ping random IP addresses? Are you searching for something?

It's a real address, but maybe it's not currently in use on a system.

If an IP address isn't in use, then there's nothing to answer the ping.

Why are you trying to ping this address anyway??

two possiblities:

-it is a valid address, possibly not assigned though therefore the ip address you are pinging is essentially pinging nothing

-or, for one reason or another, your packets are not making it to the target ip. It is likely that you are firewalled for one reason or another. Possibly you are coming in on a port that that ip does not recognize.

Because there isn't anything there to respond to your ping.

Well, actually, you can ping 121.121.121.121, it's just that every packet gets lost (nothing comes back).

Try pinging something that is there and alive. try ping www.ibm.com for instance if you are on the internet.
