I don't know about a thin skulled person, but calling someone THICK skulled means that they are stubborn and don't listen to good advice. The information doesn't "get through" to the brain.
I've also head the term "thin skinned" to mean someone who is overly sensitive and easily offended.

I'm not sure about this one. I once had a knee injury and they exrayed my skull by mistake and fourteed doctors came to the conclusion that being thin skulled perhaps saved my life.

logically if a thick skulled person is stubborn a thin skulled person would be accepting.
