DO NOT ALLOW YOUR PIKACHU TO EVOLVE.
A true Pokemon Master is able to train any pokemon to win the game. I've been able to finish the game with Level 55 pikachus, and I reckon Level 55 with some well chosen TMs (preferably with a mix of normal attacks) is all you need.

The first evolve level is a good level, and I think he evolves around level 30ish.

dont let it evolve till about level 50 (train naturally

Any level but to evolve it give it a THUNDERSTONE.
