Stress is the deforming force that is applied to a body.
Strain is a measure of the deformation produced by that stress. They are two different things.
For instance, the amount of tension on a cord is the stress, while the elongation produced is the strain.

Because that is what the definition of strain is. Stress is what causes the deformation, strain is the deformation resulting.
