It happens all the time in industries that have seasonal ups and downs, construction included. A construction company can only work when the weather is good, so they have to lay off a lot of employees during the winter or rainy seasons. Rather than hire new employees when things pick up and have to start all over in training, they call back the old employees. It also saves them a lot of money in unemployment taxes if they rehire the old workers.

Usually, if you end up re-applying with the company and you were a good employee, they'll give you more of a chance than new applicants, but I've never heard of someone getting laid off then the company calls them back.

the people at the racetrack always get laid off during off-season and get their jobs back when the season starts up.

i knew lots of workers at general motors that would get laid off then called back.
