Everytime I try to shut the computer down, a thing pops up and says something is not responding.

I tried system restore twice already

Something not resonding doesn't help. You need to post what it says, that's not responding, but most of the times, these kind of popup can be ignored, you just have to click okay and it will close whatever program it is trying to close.

Have you checked to see if your computer is infected with a Trojan or virus? If you do, system restore won't do a thing. Zone Alarm is an excellent program, you can try it for free. AVG is also free to use and is good. You need to scan your computer.

What program does the pop up say that isn't responding?

You've got a program that's crashed during the shutdown process. Whatever program that's crashing, try to manually shut the program off before you even start the shutdown process.

it is also in your system restore
