Either the 95% is a specific gas and the 5% is another gas, or the 95% is in comparison to the atmosphere of another planet. You need to know either 95% what or 95% of what.

You can, I think, only mean that some planets ARE 95% atmosphere! The so called 'gaseous giants', or 'Jovian' planets, such as Jupiter are indeed mostly atmosphere. We don't exactly know what the cores are (possibly molten rock and /or metal) but this type of planet is mostly gas, or 'atmosphere' - however you express the actual fraction.
By the same token, the Earth, for example, might be described as being - and I guess here - about 0.01% atmosphere. As it is quite a dense planet and its atmosphere is extremely thin indeed, however you express the fraction ie: either as a percentage of its physical size in, say volume or diameter, or as a fraction of Earth's total density.
Interesting footnote: To give some idea of the thinness of Earth's atmosphere, If you were to add it, to scale, to a standard geography-class globe, you would only have to apply two thin coats of varnish to represent it!

I think what you mean is the percent of each element or compound in each planet's atmosphere. For example: Mercury's atmosphere is 95% helium, and the atmosphere of Venus is 95% carbon dioxide. Does this answer your question?
