Randy Orton, definetely.
He was the best Intercontinental Champ ever. He held it for 17 months, which was amazing..
But Jeff as the IC Champ again would be good too. He looked so cute bobbing around with it around his waist.

Jeff Hardy, Randy Orton and Shelton Benjamin are all terrific wrestlers. So it's really hard to decide. But Umaga as IC champ....That's really sad. He has no in-ring skills. He's just fat.

Orton or Hardy would be awesome. Benjamin has a lot of unlocked potential. I remember a match between him and HBK that was incredible. Umaga doesn't thrill me. Helms could carry that belt too.
