My coral sea passion flowers froze. It is re-leafing at the base. Should I trim the dead vines off?

Don't remove the dead stuff until danger of frost is over. The dead vines give a tiny bit of protection to the struggling plant.

Yep. Dead flowers and leaves will not grow back.
