A clear cloudless day-time sky is blue because molecules in the air scatter blue light from the sun more than they scatter red light. When we look towards the sun at sunset, we see red and orange colours because the blue light has been scattered out and away from the line of sight.

Light usually travels in a straight line path, but it can be scattered by particles such as the nitrogen molecules in Hong Kong's atmosphere!
This means that portions of the light energy are sent off into different directions!These directions are determined by the size of the wavelength of the light and the size of the particles doing the scattering!
For Hong Kong's atmosphere, the effect is strongest in the shortest wavelengths; the effect is very small at longer wavelengths!
The scattering is dominant for the wavelength that we see as blue, and this is why the sky appears blue, in Hong Kong!

It's black. It appears blue duting sunlit daylight hours because of the refraction of sunlight.

great question, i guess its the same reason the sky is blue everywhere. This is because blue light refracts the most.
