When I don't use my computer for 15-20 minutes it goes into 'preparing to hibernate', then it freezes up. Also, when I try to "Turn Off" computer it does the same thing. It has just started this a few days ago. The only way I have been able to turn it off is unplug the power cord.
I tried to do "Systems Restore" but it wouldnt work either.

Chances are that your Windows installation is corrupted. The files used to start the shutdown sequence are probably the ones, specifically, that are damaged. Contact your computer's manufacturer and see if they can offer you any other advice besides reinstalling Windows.

You could try running a registry cleaner and defrag your hard drive. Also, right click the bottom bar and open the task manager. Look for any program that has a high usage of your CPU. That program is usually the problem.
