4. Had to be Mexico. Wilson sent the navy to bombard the port of Vercruz (1914), and he sent General Pershing to catch Pancho Villa in Chihuauhua after Villa stole cattle in Arizona. The U.S. also intercepted a telegram where the Germans tried to convince Mexico to invade the U.S. (and promised to give them Texas and California if they did).
