My wife says before is the way to go. It was what she was told and her legs are very silky like so I would believe her. I had a quick look and also included some online resources you ca reference as well below.

Yes...exfoliating prior to shaving gives you a closer shave!
I like Trader Joes Tangerine sugar scrub because it leaves you smelling like candy and it moisturizes and leaves a healthy glow.

No just warm water will loosen dirt and make legs softer to shave. I only exfoliate before I use tanning cream.

better to do it before. it removes dead skin that might be covering small hairs and kinda lifts them to make them easier to shave off after you shave use a moisturizer of some kind

best to do the day before as it can make your legs sensitive and so give you shaving rash when you shave them. if you do it the day before you will get rid of dead skin and make shaving more effective (doing it the days after will help prevent ingrowing hairs too but moisturise too)
