Do you mean like he's standing on his tail? This sounds like he might have a swim bladder problem or possibly ammonia poisoning if he's gasping for air at the surface.

Have you done a water change recently? Added drops to dechlorinate the water? A partial water change would be a first step if you haven't done one for a while (unless you've tested your water and know the ammonia and nitrites = 0, and nitrates are <30. See the link I've posted below and look at the info for ammonia poisoning and swim bladder disease (llok at the page by clicking the photo, not just the major symptoms listed). If you think swim bladder is the problem, try fasting or the cooked pea (remove the skin first). I've had fish recover from this.
