today it was 52 in des moines iowa but north where there was snow it was only 39 is this always the case?

it is around 5 degrees colder with snow on the ground. While there are many factors that affect air temperature, snow has a high albedo and a 95% reflectivity of solar radiation back into space. This can result in lower temperatures in places with lots of open snowy ground. Albedo is the amount of reflectivity of a particualar object. While snow reflects 95% of incoming solar radiation, charcoal reflects only 4% so charcoal would have a low albedo.

no it is not always. However, the snow can actually act as an insulator, especially if it's very cold. This is why animals in deep cold know to dig down under the snow, to get near the earth. Depending on the outside air temperature, the temperature on the ground can be significantly higher than above the snow.

I'm from MN and its 45 here today and there is about 24 inches of snow here

It may be warmer, as snow is a good insulator.
