The best way to relearn is just to keep playing, explore a bit, talk to people around your level, and ask some questions.

The problem is, I find Runescape players aren't terribly helpful about a lot. Personally, after I quit, I could never get back into it. Consider trying out something new like Maple Story, Flyff, or Trickster Online, all of those are free and the people are a lot nicer.

If you do stick to Runescape... your money is really only enough for standard Runite the last I remember, and there's been all manner of changes. If you're not paying for a member's account, don't worry about it because most of the changes don't apply to you.

With weaponry, I personally think you should switch to the dragon longsword, but the scimmy is okay if you already have it. Full Rune is good enough for armor until you can afford better armor. (BTW, full rune is 180k, not 1 mil)

As for major changes, there are the Construction and Hunter Skills (both members only), the Security Stronghold in Barbarian Village, and countless member quests. They also came out with Third Age armor (members only, level 65 required), and prices have indeed dropped among users.

Hmm I don't think there have been many major changes other than getting the hunter skill and if it wasn't on there when you left player owned houses and construction skill and lag has increased as well as scammers and wanna be hackers and alot more noobs
