no I dont. I don't know what type of job you have, but if you are not allowed to use your phone, then I wouldn't do it.. Why jeapardize your job over somthing so petty as talking on a phone. if your friends and family respect you and your job, they will understand if you don't answer the phone, or if you turn it off while you are at work.
As a supervisor, I look down on my employees who don't follow the rules, and many times they get reprimanded and / or terminated from the job.
You should just ask yourself if you want to be that type of employee.

Yes, and I was caught but I made my boss feel really guilty about yelling at me when I made up a story about how I was finding out about my deathly ill friend.

Yes you can but you could sneak it somewhere or tell your boss or waht ever that you have to carry it around in case of emergencies or if you like to talk.
