He was being funny and clowning around before airing. I think it's great!!! I laughed my butt off. Sometimes he has an awesome sense of humor and comes up with some great one-liners.

He was joking when he said this, by the way. Poking fun at the false Lib label of dictator.

Edit: I guess Clarkie thinks Presidents shouldn't have a sense of humor. Maybe he should try one out himself and he'll see how great it is!

He was waiting for the beginning of a video recorded Presidential Address to the nation. He was goofing around while the lighting, sound and cameras were being set up and didn't realize the central one was already filming.

He is testing to make sure all systems are operating before appearing on camera to give a speech or at a conference. He did it just to be "cute" - Like we need our president to be cute rather than be an effective leader...
