Show him how cool his mum is and throw him the most kickass party your town has ever seen!! Just keep the liquor locked up.
For my 25th birthday, more than a few years ago, I had a skydive party. I myself was already a veteran of over 100 jumps but allot of my friends haven't done it. We spent the hole day there. Training, two jumps and a HUGE party in the hangar all night. Live music, catering, open bar.

I dont think you should give him a car. Personally I think you should give him money or take him out to dinner and tell him "its time to fly big boy"

pay for him to go on a road trip get his friends parents in on it, so they can pay for their kids to go with him.
