If your rose tree was top grafted, as most are, the tree may live but it will not be the same, beautiful rose you had last year. I think your tree died ABOVE the graft - the top part. You can let it bud out and see what kind of bloom you have. Who knows, you may like it.

I purchased www.save-a-tree.com Phone # 1.866.855.9552 and I use it for all my gardening plants, trees, fruits and vegetables and it really works miracles.
I would suggest calling a nursery and asking them what you can do for your rose tree. It sounds like you may have over watered your tree. Before you cut off the top please call someone...Sorry I can`t really tell you as if it does die then I would feel bad. Tell the nursery how much you plan on cutting off the top. Okay. Good Luck to you and wish I could have been more help! If it would have been a rose bush you could cut the top off but with a rose tree I don`t know.

Dr. NC is right your top graft that you bought your rose for is dead. You could try grafting some other nice rose there but chances are it will die too the next winter. And, chances are you will NOT like the root stock. Dig it out and plant a Pink Knockout.

Prune away! Get rid of all the dead stuff, fertilize, water and stand back! It should bloom like crazy, and soon!

It should be able to grow back healthy and bud again. The limbs arent important in the plant growth, they usually grow back
