Pete Wentz wrote it because he was tired of the "emo scene." "This ain't a scene" means that being a singer/band isn't about being cool or looking "emo." "It's a g.d. arms race" means that the whole Hollywood world is a race for the best songs. (because he earlier refers to being an arms dealer fitting you with weapons in the form of words.So when they say arms they mean songs.)

An Arm's Race is when two sides try to one-up each other by aquiring better or more weapons/technology/etc than the other one has. Historically, the most famous arm's race was between the United States and the Soviet Union during the Cold War, when each side built up their nuclear arsenal. Now what this means in relation to the lyrics of the song, I'm not sure.

I think they're meaning the scene seems to no longer about the music, its about the more money you make. Its not about the music, its a gd arms race for who can get the biggest hits
