There isn't a common free source for most motions, since most are dependent on the facts and don't fit into an easy template.

Some motions like this tend to circulate among attorneys in a given legal community, with the expectation that the attorney who ends up using someone else's motion will (a) make the appropriate changes, and (b) contribute to the general pool.

You can try contacting some of the larger and smaller criminal defense firms in your area. Some may be willing to sell you a copy of one of the motions, with the understanding that they are not providing legal advice. Not all states allow this, however.

Your other option is to look at legal research sites like findlaw.com. They often provide links to useful resources.

But I don't think you are citing the correct statutory section. 3553(e) deals with imposing a lower sentence at the government's request, not supervised release.
