It is called a ridge reamer. This only used when you are rebuilding an engine. The average person does not have this tool. If used improperly, your buying a new engine.

Dry Lab's completely correct. It's for a complete engine rebuild only. There's on object in doing unless you plan on removing the rod caps and push the rods and pistons with the rings out of the block. If you arbitrarily do this and plan on leaving the pistons in all the trash and carbon build up will drop straight down into the top ring grooves. and you don't want to do this at any cost.
