I think you may not know what you're up against. Many men go through slob phases and for many of us, it's extremely important. I don't know if I can explain why. Some of us gravitate toward rough circumstances and if we don't find them, generate them. It's not unusual to find a man who has not done anything at all to clean or beautify his immediate surroundings -- for months or years. An occasional descent into slobbiness is a general need.
In this specific case, boxers are a tipoff. Male equipment, unlike the female, is poorly packaged and prey to all sorts of sweating, itching, chafing, and fungus infections. Men who particularly suffer will never be seen wearing briefs. We need air and room to wiggle and scratch. If your man has a serious problem here, you may make progress by addressing it directly. I know, you think that should be his job and it is -- but you're the one complaining. Baby powder may be okay; note that some do better with talc than cornstarch. Tolnaftate, sold for athlete's foot, is also a winner in severe cases.
Depending on your man, you may be able to work out a compromise. Get some hospital scrub pants; whatever size you think is right, get the next one larger. Avoid pink; solid black or dark blue will likely go over better. Encourage him to wear these during the week. Let, say, Sunday be the day on which you say nothing and permit him to go unshaven, uncombed, and free, dead in front of the teevee in his boxers. You may also want to buy him fancy boxers that may or may not be more tolerable in your eyes.
In the end, though, I suggest you may want to look at this as a feature, not a bug. Men, like women, come with good points and bad. You are not always able to eliminate the bad points and efforts to do so may only raise new and unpleasant issues. If wearing boxers around the house is his worst feature -- if he changes them daily, wears clean shirts, brushes and flosses, takes out the garbage, picks up the kids from school, washes the occasional dish, and holds down a regular job -- then I'd say you might do better to accept this shortcoming. Who knows? You may have shortcomings of your own, of which he has never spoken.

Tell him that you do not like this and would prefer that he put on some pants. Before you do that get him some gym shorts maybe a half size larger than he wears and offer him those when you talk to him this way you have something that will be loose and comfy like his boxers but more um concealing/containing the way you would like

put on an old house coat and slippers and put your hair in rollers. Rub some facial stuff on your face (something green would be nice)
