I'm assuming this is a Red-ear slider baby?
Fish are OK, but not really the best choice. Here is the recommendation of one keeper who has done a great article:
"I recommend giving meat-based/high-protein foods roughly daily (and no more) the first year of life... For part of that, I recommend brand name commercial food; Reptomin, Mazuri, etc… For the rest, a mix of frozen fish foods and live prey.
For my live prey, I breed various snails, buy feeder ghost shrimp once weekly, pick up and gut-load feeder crickets once or twice monthly, offer feeder guppies maybe monthly, catch live slugs by my house occasionally, & pick up red wrigglers at a bait store or a night crawler after a rain, etc…
Make sure you get plenty of calcium in there!"

Use a processed turtle food which is made of dried fish and aquatic vegetation. Don't use live food for a baby turtle. Turtles habitats tend to smell bad anyway. Live and soft foods floating in the water will break down and cause a huge stink.
Get a book or research your pet onnline. Some turtles like to be fed in the water, some on a dry surface. Your turtle needs a habitat that will allow him to exercise, soak up the light and swim.

Definitely start with rosey reds. They are very small, and can be found at any pet store. As for how many, it depends on the size of the turtle. Can't go wrong though with 2 or 3. Fish are very high in fat and have to be feed in moderation.
