No one really knows. US News has the most popular ranking, but it places a pretty heavy weight on how much donations a school gets. Things like that really skew the rankings against certain types of schools (usually against public schools).

In the end, you have to look at a school's attributes and decide for yourself which school is the best in your eyes.

Break the question down a little more. What do you really want? Small class sizes? More individual Attention? Or do you want the so-called name prestige of a large university? Remember that a lot of big schools are research colleges,and that classes for entering students are not taught by faculty, but grad students. The professors name is only on the course description, and probably doesn't even know if you are there. The best education is the one that is right for you. Don't worry too much about how a school is rated, think more about what is the right "fit" for what you want to pursue.
There are plenty of small schools that have excellent programs but are "under the radar" so to speak.

If you are talking about the top 20 or so colleges, it is pretty easy to come up with a consensus. Then there is the question of whether a particular college is best for YOU. Some people function best in a small school; some like a larger school. Some schools have a reputation of being cut throat (e.g. students sabotaging other students lab experiments). Some students want to get away from home; others need the comfort and security of home.
