First, go throught everything seeing if there is anything you can get rid of. Are you saving something 'just because' or will you actually use it again? Have you used it in a year? Does it have sentimental value? If not, or it's broken, toss it.
This goes for papers as well. Give some away to charity. See if your Mom will let you put stuff in the attic in storage bins. This will also save you space. (for years at that age, I saved ANYTHING and EVERYTHING, thinking I'd use it one day, or that my best friend or the guy I like gave it to me and I couldn't part with it. Talk about a clutter room!)
After getting rid of what you don't need, start by reorganizing your closet. Pick up anything off the floor of it, hang it up, throw it away or put it where it goes. If your closet allows for it, try getting your mom to invest in a new closet design that will allow you to hang shirts on one bar, and pants directly below it, and also add a bookcase if room permits. These are all excellent space savers.
Buy some Rubbermaid tubs and put any stuffed animals, old toys, etc and keep that in your closet. Get one tub for sentimental items, and limit yourself to keep only what fits in this tub. Fit as many tubs or baskets under your bed with your stuff in it as possible.
For things you use more regularly, you can also get hat boxes, smaller bins, baskets, etc. to help organize your things. Also, if you do have a lot of papers you deal with, invest in a three tiered organizer with drawers that you can put on your desk. When you get a paper/picture/small item and don't know exactly what to do with it, slip it into one of the drawers. Once a week/month, go through them and see what you can get rid of or decide where to put it.
You can use a bookcase to keep all your baskets, and bins and get hanging shelves to keep your books on. Also, you can get a bulletin board to keep things off your dresser/desk and where you can find it.
Also, if you have a chest of drawers, try organizing it better than it is now so you can use it to store some of your things. You could even store some of your containers in your chest of drawers to keep makeup, hair accessories, perfumes, etc or anything else you'd like.
The best way to keep it clean is to get rid of as much clutter as possible, then like the others said, spend just a few minutes a day cleaning it up before you go to bed, and it should stay clean. After you use something, make sure you put it back where it goes before going to bed. Resist the urge to say "I'll do it later".

I clean my room for about 10 minutes each night right before bed ... it is just enough time to keep it tidy ... also consider getting rid of all the crap you don't need... if its possible get a big container and fill it up with stuff you want and need but dont use often.. and you can put it in a closet or in another room or garage. Use many containers and do not just throw things where ever.

You can get your room tidy in 15 min´s . Just set your alarm clock to go off in 15 min´s time. Ready Go all clean cloths to the closet jeans on hanger´s , jumper´s folded, belt´s, shoes all to there rightful places all dirty clothes can be left by the door and anything else that dose not be long you do that when you have finished STOP, So it´s not so hard 15 min´s a day will keep your room in ship shape order. Make your mum happy

Sweetie, You are 13 - there is too much on the horizon for you to spend your time on the *little stuff* like organizing your room. Keep in mind that you still have to *live* in your room and so it will never be perfect.
TIP
Once you have organized your room take on the motto * A place for everything and everything in its place*. And keep it that way with everything that you touch...
THEN
when you grow up your kids will hate you (smiles).

Get some storage boxes that fit under your bed. Make sure everthing has a place in your room, after your done using it, put it back. Pick up your room everyday. If you do it every day it should only take like 2-5 mins. (easy)

Im tellin you if one day you focus on the closet...another you focus on dresser
my room is clean.
The idea is to tidy it a little every day instead of waiting
