Goodness, I would not risk that. Best that she waits a few months until after the baby is born.

A good tattoo artist won't work on you if he/she knows you're pregnant or breastfeeding. Even if the place is perfectly clean, and you have no chance of getting hepatitis or HIV, you can still get an infection. A tattoo is basically a huge wound when it is healing, and it can get an infection just like any other cut.
Besides that, when you're pregnant, your body changes so much. A tattoo that looks great now might stretch and look horrible by the time the baby is born. I read somewhere that it is best to wait until a year after the baby is born, so that your body can get back to normal before you get a tattoo.

Think it through
The main concern with getting a tattoo during pregnancy is the risk of contracting an infection, such as Hepatitis B and HIV. Although the risk is small, it is recommended that you wait to get a tattoo after your baby is born.
You will be very interested to know that little information is available about the safety of skin dyes used for tattooing during pregnancy. It is possible that the chemicals in the dye may affect the development of the baby during the first 12 weeks, but the risks are unknown, as are any effects on the baby during the remainder of the pregnancy.
Some women may have also heard that if they have a tattoo on their back, then they will be unable to get an epidural. Very few studies have been done on the risks that could exist for women who have back tattoos and receive an epidural. So far none of these studies have conclusively found any data that shows that there are risks, so most anesthesiologists have no problem giving an epidural to a woman with a back tattoo. If you want an epidural and have a tattoo on your back, it still would be best to contact the hospital and find out the policy in regard to tattoos and epidurals.
The risk of contracting an infection is small, but you could pass the infection to your baby if you are breastfeeding. Ultimately it's your decision, but you may want to wait until you are not breastfeeding to get a new tattoo
,maybe try a henna tattoo
For thousands of years, women in Egypt, India, and much of the Middle East have brought “good luck” to their pregnancies by applying beautiful designs of henna on their pregnant bellies in the third trimester. Legends say henna will bring safety in childbirth and a happy baby.
If you are interested in this temporary alternative, be aware that there are different types of henna.
Natural, safe henna does not come in a black color. You want to be absolutely sure the artist is using pure, natural products and NOT black henna
Natural, safe henna stains the skin orange, red, brown, cinnamon, brick, chocolate, or coffee and can last one to four weeks.
GOOD LUCK WITH EVERYTHING!!!!

I wouldn't recommend getting a tattoo while pregnant. All causes of infection are to be avoided during pregnancy, as your immune system does not work the way it normally does. Even minor infections should be treated promptly during pregnancy. Anything that could even potentially result in an infection in the blood is particularly to be avoided, so that would include getting a tattoo. Fortunately, pregnancy does not last very long, and waiting a few weeks or months is a very small price to pay to protect your child's health.

While you could technically get a tattoo, I wouldn't recommend it.
There is the risk of infection, stress & allergic reaction to the ink. Remember that even if you've had a tat before, an allergy can develop at ANY time, and with the hormonal changes of pregnancy, a person's sensitivities can change drastically.

I'm pretty much going along wti hwhat everyone else said. My tattoo artist wouldn't even tattoo the mother of his unborn child while she was pregnant. The risk of infection is too high. Especially if it's a pretty good size. I don't plan to and I'm a tattoo fanatic. I can wait and I think you're friend should too.

You shouldnt. Even if you think the place is clean, and i mean cleaner then clean, you still run the risk of getting Hep B and other diseases like HIV. Which can be passed to your unborn child. Id wait till after she has the baby to get the tat.
