There are three ways to do it safely.

The first one is to massage the area that you want better circulation. When you massage your body, the brain puts out signals that tell your blood vessels to dialate and this will increase the blood flow.

The Second is to exercise. Do aerobic exercises. They strengthen your heart and make it push the blood through your body more effectivly.

The Third is a hot towell or wrap. Your body has certain survival methods to keep you alive. To keep you from going into hypothermia, for example, it consticts the blood flow to your extremeties in attempt to save body heat (that is why you turn blue or white when you get really cold). When it is hot, it does the opposite to help you to cool off (that is why you turn red when you are overly hot). The hot towells will again dialate your blood vessels and increase circulation.
