It is mostly hereditary. You inherit your size and shape, from previous ancestors. Certain type of people are short and fat, while others are tall and skinny... Most tall people have smaller breasts, and short people have larger breasts. Then the ones in between the two sizes, have regular sized breasts, which are in proportion with the body fat that is found inside the body.
Just be happy that there is a variation, as it'd be kinda boring if everyone was skinny and had breasts the size of a boy's.

Because where as with a nose pretty much only genetics impacts, with breasts genetics and environmental factors are in play. There is genetics, age, body fat ratio, fat patterning, time in menstrual cycle, number of pregnancies and number of times breast feeding all play a part in size and shape. These are just the major factors I can think of off the top of my head. Also for somethings there are just more alleles than for others. For example, my kidney will look VERY much like your kidney, but my finger print will never be like anyone elses.

Breast come in all shapes and sizes depending on the amount of fatty tissue contained within.
The three body types of which all human beings roughly conform - endomorphic (fat or heavy), mesomorphic (muscular and athletic), and ectomorphic (thin and light) -are found in all races, though there may be regional clustering of particular types.
A woman’s physical type does not determine the volume and shape of her breasts; each type shows the whole range of variation from scant and boyish to large and pendulous.

All people are shaped differently. I could ask you, for example, why there is so much variation in penis size within a given race. It's just not a characteristic that is determined that way.

because no 2 people are exactly alike, even if they're twins. genetics decide what we look like and no 2 people get the exact same combination of genes.
