Yes, if it deserves it. Just because someone is a top contributor that doesn't mean they actually know what they are talking about...just that they answered a lot of questions in a certain category. They could even be point-gaming. A lot of people just jump around and answer questions that interest them and ones where they know they have something to offer asker. Those people won't necessarily acquire the badge but they still can offer valid feedback.

Yes, I "trust" the answers of the people who make the most sense, they are not necessarily the top contributors. I'm not sure I like this idea of top contributors.
