No. She cannot get a high school diploma because she has passed the age limit for that, which I believe is 20 (at least in my state).
FORTUNATELY, she can get a general education diploma (GED) fairly easily. A GED is not a high school diploma, but it acts as a legal equivalent for a high school diploma.
Visit your nearest social service agency or high school, and ask the administrators about GED programs in your area.

Not knowing where she is or you are, I would say likely yes. She just needs to get an assessment made of where she's at and what she needs then she can work at what she needs.
This is far better than a lot of immigrants here in Canada who have whole careers and cannot easily integrate their skills so they get to be overqualified minimum wage earners, it's sad.

In my state once you turn 20 you can't attend public schools. You can get the GED though, and I would advice it. Tell her good luck.

She can or she could also finish via correspondance school.
