most plant products that you put in your tank should not harm the fish becasue they cant expect u to take all of the fish out to treat your plants.
If your really worried about putting it in try only putting a little bit in and monitor all the fish in your tank, if you dont get any ill or showing symptons of being ill then it should be fine to use.

the best way to do it risk free is to put the plant in a clean bucket full of water or a smaller tank and put the plant gro in there instead, then when you're finished rinse the plant off with fresh water and put it back in your aquarium. its a good idea to treat your aqaurium with anti fin rot liquid after just incase

i use flourish myself about every other day, and i just take out a cupfull of aquarium water, add the amount of flourish i want to put into the tank, mix it around, then pour it back in right where the filter is mixing up the aquarium water. i've never had any problems with this method.
