Windows 98 doesn't have generic USB support like Xp so you'll need to find some USB drivers to get a flash drive working in windows 98

To get a USB 8GB drive, it will probably have the USB2 interface which Win98SE only supported USB.
The real question will be getting the drivers for it in Win98.
