Calories come from sugars, carbohydates and fat. Carbs convert to sugars in the body. So higher calories either come from carbs (which convert to sugars) or fat (not healthy). I say lower calorie cookie is healthier

Mikes because it has less sugar. Even though it is higher in calories, calories will not have has much effect as a lot of sugar will. And calories can be burnt off, unlike sugar. Sugar will damage teeth and can cause problems like diabetes, but calories won't lead to this!

If we treat healthy as being the cookie with the lowest sugar to calorie ratio then you have to find how many calories per gram of sugar for each cookie (calories/gram of sugar). Simple division and then take the one with the lowest number.

that's easy, 23 grams of sugar cookie. if you had the 8gram cookie*3 it would be 24 grams with alot of calories, over 1,000. so the 23 gram is healthier.

That depends on their vitamin content. It's not just about calories and sugar, oranges have a lot of sugar and oranges are very good for you. And you need calories to survive anyway.
We also don't know where the rest of the calories come from, are they protein or fats? And which kind of fats, mono unsaturated, or saturated? And if it's protein, is it complete protein or just MSG?
So, the answer is that it's a stupid question.
