Well if you don't have a knack for decorating then you may want to look at a bunch of magazines to get ideas, and look for the types of furniture you already have.

If you don't like you furniture you can strip it and restain it (darker never lighter) or paint it. Always paint the walls that makes a huge difference.

Also new linens are a great idea if you can afford it. Hang up artwork you can get some inexpensive posters etc.

Rearrange the furniture and try to shop at garage sales for new pieces. When you are pinching the pennies buy your paint at Wal-Mart and try to find as much as you can at thrift stores and junk stores. You have to really look, but you can find good deals on nice things. Also garage sales in the more expensive neighborhoods are GREAT.

Find just one object~a painting, picture lamp, vase, sculpture, floral arrangement ~anything~that you really like..and work around that! You can change your wall paint color cheap, (Maybe do some decorative painting?) and you can make your own curtains from some inexpensive fabric. And make some accent pillow from the same material. You can go to yard-sales, garage sales, even Goodwill stores and find some really cool stuff VERY cheap. You can get things really cheap on eBay too. Just try and find things YOU like, and work with everything you have until you get it all in place and it works for you:) You can also look in magazines, and catalogs to get ideas that might help you get started.
Good Luck!!

Lamps can be spray painted, as can ceramic vases and ornaments. Poster frames dress up inexpensive posters for art work. Material does wonders, to make new curtains and covers for pillows. There are new sew patterns in books at libraries.
