Call the other numbers on the phone and tell them you found a phone and want to give it back to the owner. Give them the cell phone number and they might know who it belongs to. If they don't feel comfortable about giving you this persons personal info, have them contact that person and have the owner call you.

Most private carriers do not give out that info... try 411.com for starters, but don't expect much except maybe what city the call originated from...
